The requirement that support in exempt accommodation comes from the landlord or from someone acting for the landlord.
If a separate support provider acts for the council that commissions it, its support may not count as provided on the landlord's behalf. A written agreement making the landlord responsible for arranging support, backed by real monitoring, is the usual answer.
