Fit and proper person test

In one sentence

A check on whether the people running a licensed service are suitable, extended to boards under supported housing licensing.

The April 2026 response broadened the supported housing test to align with CQC and Ofsted tests rather than HMO licensing. Where the licence holder is an organisation, it covers the board of directors.
